Install a Plugin named ‘AAM’

Go to ‘users’ & create an ‘Admin user’

Go to the plugin ‘AAM’ then ‘Users’ and then click on ‘Setting icon’

Then click on ‘Backend Menu’ 

Now restrict all the permissions that you don’t want to give
